A sale has been arranged for a nearly 386,500-square-foot industrial project taking shape along Huron Street in Westminster, with construction preparations ramping up. The three-building flex-industrial development sits at 13900 Huron St. in Denver's north submarket, with direct access to Interstate 25.

CBRE arranged the sale, according to Mile High CRE. Brokers Todd Witty and Daniel Close represented Opus Development in the transaction and had previously helped raise equity for the project. The outlet reports the buildings will range from roughly 89,000 to 195,000 square feet, with suite configurations accommodating users as small as approximately 18,700 square feet.

Novera is expected to deliver in the second half of 2027, per the Mile High CRE report. The project is near Interstate 25.

A Contested Path to Approval

Before the sale, the site had to clear local government review. The Westminster Planning Commission voted 5–2 in February 2026 to approve the Official Development Plan for the project — referred to in city proceedings as Novara — after nearby residents raised objections over building scale, truck traffic and noise during the public hearing, according to Citizen Portal.

The roughly 20-acre parcel at the northeast corner of West 138th Avenue and Huron Street had previously been identified in city planning records simply as Foster Property Planning Area 2 before Opus proposed the flex-industrial development, per BizWest. The site is in Westminster.

Mile High CRE reported an overall delivery window in the second half of 2027.

Tax Incentive Programs and Market Backdrop

Colorado's Enterprise Zone program offers businesses tax credits, while federal Opportunity Zones are a separate tax incentive program. Businesses locating within the Enterprise Zone can claim a 3% state income tax credit on qualified business personal property along with additional credits for job creation and employee training, according to the Colorado Office of Economic Development and International Trade. The federal Opportunity Zone program falls under legislation signed in July 2025 that made the incentive program permanent, while Colorado submitted 91 census tract nominations in September 2026 for new boundaries taking effect in January 2027, per OpportunityZones.com.

The acquisition lands amid a relatively stable metro Denver industrial market. Vacancy held at 7.8% during the second quarter of 2026, with average direct asking lease rates at $10.09 per square foot triple-net, according to Cushman & Wakefield. Third-party logistics providers served as the primary leasing driver across the metro in mid-2026, while CBRE reported rising tenant demand from aerospace and advanced manufacturing firms.
