A teacher and coach at Burns Science & Technology Charter School in Oak Hill has been charged with exposure of sexual organs after Titusville police say he exposed himself and engaged in lewd behavior outside a residence, then refused to come out of his own home when officers arrived. Justin N. Samson, 41, was booked into the Brevard County Jail following the Oct. 24 incident, and a judge has since ordered him to stay away from anyone under 18.
According to The Space Coast Rocket, officers were called to the 2100 block of Knox McRae Drive around 8:21 a.m. that Saturday after a report of a man exposing himself and behaving lewdly outside a home. Samson now faces one count of exposure of sexual organs under Florida Statute 800.03, the outlet reports.
Police said witnesses gave statements and handed over cellphone video that documented the incident, according to The National Desk, and one witness reached out to police specifically to pursue charges. An arrest affidavit cited by the station's report states that officers later saw Samson open his front door while naked, then shut it and stay inside despite repeated announcements from police outside.
Charter School Places Teacher on Leave
Samson was identified as a teacher and coach at Burns Science & Technology Charter School in Oak Hill, and school administration was notified after his arrest, per the same account. Officials placed him on administrative leave pending a review, barring him from teaching, coaching or taking part in school activities while that review is underway.
A school spokesperson said the alleged incident happened away from campus and that officials had no indication any students or other children were involved. That distinction has not stopped the case from drawing scrutiny given Samson's role working with kids at the Oak Hill school.
Bond Set at $2,000 With Strict Conditions
Samson's initial booking listed no bond, but a judge later set it at $2,000 and ordered that he have no contact with, or be near, anyone younger than 18, the station's report notes. Titusville police confirmed Samson, 41, was charged and arrested, and Titusville Police Department posted about the arrest on its Facebook page. The case remains under investigation, police said.
What Florida Law Says About the Charge
Under Florida Statute 800.03, it is unlawful to expose or exhibit sexual organs in public or on another person's private premises in a vulgar or indecent manner. A first violation is a first-degree misdemeanor, while a third or subsequent violation becomes a third-degree felony. The law does carry narrow exceptions, including breastfeeding and simple nudity in a place set apart for that purpose.
