A single-family home at 17916 Chase St. in Northridge is poised to be torn down and replaced with eight townhomes, under a proposal submitted to the Los Angeles Department of City Planning. The project would require subdividing the property, which sold for just over $1 million this year.

The plans, first reported by Urbanize LA, come from applicant Igor Latsanovski and are tied to Zeitouny & Associates Inc. The project leans on streamlined provisions under state Senate Bills 1123 and 684, which are designed to speed approval of townhome-style developments across California.

A Familiar Playbook From North Hills

This isn't Latsanovski's first run at this kind of project. A similar development he's pursuing in North Hills, at 9537 Lemona Avenue, calls for two-story contemporary homes with three bedrooms and two-car garages, according to the same outlet's reporting. That North Hills proposal would subdivide the property into 10 parcels, with each new home paired with a junior accessory dwelling unit, and three upstairs bedrooms sitting above living space and a two-car garage. Zeitouny & Associates is also serving as project representative on that North Hills application, the outlet's report notes.

SB 684 and SB 1123 provide streamlined review for certain residential subdivisions. Under the law, as described in an information bulletin from the City of San Diego, the streamlined process applies to certain tentative maps for 10 or fewer residential units on qualified lots under five acres. SB 1123 covers vacant single-family lots up to 1.5 acres, while SB 684 has a five-acre limit.

Other Small-Lot Projects Taking Shape Nearby

Other applicants are moving on similar tracks elsewhere in the city. A proposal at 1467 and 1471 West Ridge Way in Echo Park would create 10 new residential lots plus a designated remainder parcel under SB 684, according to reporting from LA YIMBY. That project would keep the site's existing single-family residence on the remainder parcel while adding townhomes around it.

In Winnetka, a small-lot subdivision at 20012 West Chase Street calls for five detached, two-story homes, each with three bedrooms and 2,028 square feet of floor area, according to documents filed with the Los Angeles City Clerk. That subdivision was conditionally approved in mid-2025, though its effectuation is contingent on a separate zone change request. A nearby project at 20024 West Chase Street is an approved nine-home subdivision.

Accessory Dwelling Units and Small-Lot Subdivisions

Accessory dwelling units (ADUs) are a different tool from small-lot subdivisions, such as the townhomes proposed for Chase Street.

For now, the Northridge proposal remains in the planning pipeline.
