A suspected impaired-driving incident was reported in Harris County on Halloween night.

Deputies Say Driver Refused to Cooperate

According to Mark Herman, Harris County Constable Precinct 4, deputies were dispatched to the scene on Oct. 31 after a tip about a possibly impaired driver. The office said Wheeler displayed several signs of intoxication once deputies made contact, but she refused to cooperate with the DWI investigation that followed.

Because Wheeler would not cooperate, deputies obtained a search warrant for a blood specimen, the constable's office said. Results from that blood test were described as pending at the time of the post, and the office did not provide an outcome.

Booking and Bond Details

Wheeler was booked into the Harris County Jail and charged with driving while intoxicated with a passenger under 15, the office said. Her bond was set at $20,000 out of the 184th District Court. The constable's office included a standard disclaimer noting that all persons are considered innocent until proven guilty in a court of law.

Under Texas law, the offense applies when a person is found intoxicated while operating a motor vehicle in a public place with a passenger younger than 15 inside, according to the Texas Constitution and Statutes.

Part of a Broader Pattern in Harris County

The constable's office reminded motorists that driving while intoxicated puts everyone at risk, especially children, and urged drivers to arrange a safe ride home rather than get behind the wheel impaired with kids in the car. The warning echoes other recent Harris County cases. In May 2025, Jennifer Hopson was charged with DWI with a child under 15 after her vehicle struck a light pole with two children aboard; her bond was set at $7,500 out of the 185th District Court, according to Hoodline.

In a separate Precinct 4 incident, ABC13 Houston reported that a mother was arrested for reckless driving with children, including an infant, in the vehicle, and that deputies stayed with the children until a family member arrived to take custody of them.

DWI enforcement has remained a steady focus for Harris County authorities. Over the three-day 2026 Labor Day weekend, 297 motorists were charged with drunk-driving offenses countywide, according to Click2Houston. Precinct 4 alone arrested 45 suspected impaired drivers during that enforcement push, while the Harris County Sheriff's Office reported 65 impaired-driving arrests across the county over the same period.
