Millburn Township Committee has approved another $2.5 million for the ongoing renovation and addition at Town Hall, unanimously passing a bond ordinance on second reading Oct. 20. The vote adds to a project that received a $14.5 million appropriation in 2024, while work continues.
Ordinance 2778-26 cleared the Township Committee on Oct. 20, appropriating $2.5 million for the Town Hall renovation and addition project and authorizing the issuance of up to $2,380,952 in municipal bonds or notes, according to TAPinto. That bond and note figure is distinct from the full $2.5 million appropriation. The measure had been listed for a public hearing on the township's Proposed Ordinances page ahead of the vote.
The newly authorized bonds or notes will finance part of the overall project cost, per the ordinance language cited by the outlet. A separate item on the same meeting agenda, Resolution 26-242, would authorize execution of a contract for the Town Hall renovation and addition — a construction-related action that appeared alongside, but distinct from, the funding ordinance.
How the Price Tag Has Climbed
This is not the first time Millburn has gone back to the well for the Town Hall project. The Township Committee passed Ordinance 2690-24 on first reading back on Sept. 17, 2024, appropriating $14.5 million for the same renovation and addition, according to township meeting minutes. That earlier ordinance provided for up to $13.8 million in bonds or bond anticipation notes, plus a $700,000 down payment toward the project.
A meeting-record snippet from a Dec. 16, 2025 Township Committee session also references a bond ordinance to appropriate an additional $3.5 million for the Town Hall renovation and addition project. The snippet alone does not establish whether that measure was ultimately adopted, and the current dossier does not clarify its final status.
Construction Already Underway, Staff Relocated
By the time Millburn presented its 2026 municipal budget on April 7, the Town Hall renovation was already officially underway, with a plan to relocate municipal building operations to 22 East Willow, according to the township's budget presentation. That same presentation told residents a construction bid for the project was expected by the end of April 2026.
The Town Hall renovation was also addressed in the township's 2026 budget presentation.
With the second reading now complete and the ordinance unanimously approved, the renovation and addition at Millburn's Town Hall continues to move forward, with the township planning to move staff to 22 East Willow during construction.
