Roseburg police were called to a home on NE Granite Ridge Street before dawn Friday for a gun-related disturbance that ended hours later with an arrest, after officers said they found blood near the front door and what looked like bullet damage to an interior wall.
Officers were dispatched at about 4:28 a.m. to 1180 NE Granite Ridge St., according to KVAL. Police said the disturbance involved 88-year-old Larry Scott Haley and 60-year-old Larry Scott Haley Jr., and that officers and deputies removed the older Haley from the residence while his son remained inside, according to KATU.
Once inside, officers reported seeing blood inside the entrance to the front door and what appeared to be gunshot damage to an interior wall, NBC16 reported. The same outlet said neighboring residents were advised to shelter in place while the situation unfolded. Roseburg officers were assisted by Douglas County deputies as the scene was secured, per KATU.
Robot Deployed as Negotiations Drag On
With Haley Jr. still inside, police deployed a robot into the residence and began negotiating with him, according to the KVAL report. Accounts differ on the exact moment he came out: KVAL reported he exited at about 7:38 a.m., while KQEN News Radio put the time at approximately 7:40 a.m. Either way, the standoff stretched roughly three hours from the initial dispatch call, per KATU.
Police said no nonlethal or lethal weapons were discharged by law enforcement during the response, the KVAL report noted. Police also said no one was injured, though the same report said Haley Jr. had superficial scratches and cuts and was checked by medics at the scene.
Charges Filed, Search Warrant Served
Haley Jr. was arrested and lodged at Douglas County Corrections on charges that KVAL's report described as domestic menacing and several counts of unlawful use of a weapon and reckless endangering. The News-Review listed the charges as domestic menacing, unlawful use of a weapon and recklessly endangering another person, without specifying a count for the weapons charge. Reckless endangering is codified under Oregon law as ORS 163.195, titled ‘Recklessly endangering another person,’ according to the Oregon Legislature's statute pages.
Police said a search warrant was later served on the residence, and that there were no ongoing safety concerns for the public once the scene was resolved, per the KVAL account. What sparked the confrontation between the two men before officers arrived has not been detailed in police statements.
Not Roseburg's First Armed Standoff This Year
Granite Ridge Street is not the only place Roseburg police have faced an armed standoff recently. In a separate incident, a man barricaded himself inside a home with a gun after officers responded to a domestic disturbance on Keasey Street, with negotiations by Roseburg Police and Douglas County Sheriff's Office crisis negotiation teams leading to his arrest, according to KEZI.
