More than a decade after Whitney Brown was shot and killed outside with a group of people in the 6000 block of Shulte, St. Louis police are once again asking the public for help cracking the case. The department says Brown was killed on August 13, 2015, and the homicide remains unsolved.
The St. Louis Metropolitan Police Department lists Brown among its unsolved homicides. According to the department's official unsolved homicides listing, Brown “was outside with a group of people in the 6000 block of Shulte, when she was shot and killed.” Anyone with information is asked to contact detectives directly at (314) 444-5371 or by email at [email protected].
FOX 2 reported in 2025 that Brown's friend Devon Fletcher also died in the shooting: Brown was struck in the chest and Fletcher in the stomach. Brown's five-year-old son was in the back seat of a vehicle when the shots were fired. FOX 2 reported that no arrests had been made at the time, despite witness accounts and surveillance images.
The Case Remains Unresolved
The Marshall Project has reported on the lasting effects of unresolved homicides on St. Louis families, including the absence of answers for Brown's relatives. Its reporting describes how families can be left without closure for years.
APM Reports, examining patterns in the city's unsolved homicides, found that a $5,000 reward had been offered by St. Louis Regional CrimeStoppers for information about the 2015 incident that killed Brown and Fletcher — reporting tied to that specific period rather than a confirmation of any reward currently in effect. FOX 2 similarly reported in its own coverage that CrimeStoppers was offering a $5,000 reward for information leading to an arrest at the time of its story.
What a Tip Can and Cannot Guarantee Today
Current guidance posted on the department's CrimeStoppers page describes general reward eligibility rather than confirming any case-specific payout for Brown's homicide. The page states that “if the tip is relative to an open Homicide case, the reward range is UP TO $2,000.00,” but adds that “only tips received through CrimeStoppers that lead to a felony arrest are eligible for CrimeStoppers rewards.” The same page says all tips submitted by phone or through its website are completely anonymous. Those who want to remain anonymous can call 866-371-TIPS (8477).
One Stretch of Pavement, Eight Unsolved Killings
APM Reports documented eight killings along a 1,000-foot stretch of Shulte Avenue since 2007; all the victims were Black, and none of those cases had been solved as of its report.
How clearance rates and tip eligibility are counted
The St. Louis Metropolitan Police Department calculates its annual homicide clearance rate by dividing cases cleared during a calendar year by homicides that occurred that year; the cleared cases can be from that year or earlier. The $5,000 reward described in earlier coverage was reported at the time and does not confirm a current case-specific offer. St. Louis Regional Crime Stoppers says tips must come through its hotline, website or P3 app to qualify for a reward, and that it will close a tip if the tipster has contacted law enforcement directly.
For now, Whitney Brown's case remains open, and investigators are renewing their appeal for anyone with information to come forward — whether directly to detectives or anonymously through CrimeStoppers.
