A 42-year-old Sullivan City man is dead after fleeing a traffic stop in Palmview and rolling his pickup truck on a stretch of road where he had driven directly into oncoming traffic, according to the Texas Department of Public Safety. The man was identified as Raul Garcia, and the crash happened at 7:20 p.m.

According to ValleyCentral, the chase began when a DPS trooper attempted to pull over Garcia's maroon 2004 Ford F-150 for a traffic violation at the intersection of FM 1924 and Western Road. Garcia did not stop. Instead, he kept driving, and that decision set off a sequence of events that ended just minutes later with his death. As KRGV reported, DPS says the rollover occurred while Garcia was fleeing from the stop.

Per the same account, Garcia then turned onto Moorefield Road and traveled northbound against traffic, heading toward FM 676. It was there that he lost control of the truck, which rolled. Garcia was partially ejected from the pickup in the crash and died at the scene. DPS is investigating the fatal crash, and no additional details about the traffic violation that triggered the stop have been released.

Palmview Has Seen Other Deadly Pursuit Crashes

This is not the first fatal rollover tied to a vehicle pursuit in the Palmview area. In September 2025, a single-vehicle crash near Palmview left two men dead after they were ejected from a Chevy Impala, the same station reported; five other occupants of that vehicle, including four men and one woman, were taken to local hospitals.

A separate rollover north of Palmview in 2022 also killed two men, with DPS saying at the time that a green Ford Expedition was evading law enforcement when the driver lost control and the vehicle rolled over, according to KRGV. Elsewhere in Texas, a 2021 pursuit tracked by Human Rights Watch found that Ruben Villegas died after DPS officers pursued his vehicle for more than 20 miles, and in October 2024 a DPS pursuit in El Paso ended in a crash that killed 44-year-old bystander Wendy J. Rodriguez, according to KFOX14.

A Pattern Tied to Traffic Stops Statewide

The circumstances behind Garcia's death echo a broader pattern documented across Texas. Human Rights Watch found that 81 percent of vehicle pursuits in Operation Lone Star counties were initiated over traffic violations, not more serious offenses. The organization has also reported that vehicle pursuits in those counties have killed at least 106 people and injured 301 since the program began, cautioning that its media-based analysis likely understates the true toll.

Human Rights Watch's figures show DPS pursuits climbed from roughly 1,680 annually before Operation Lone Star to an average of 2,440 per year in 2022 and 2023. Separately, an El Paso County-commissioned analysis reviewed more than 12,000 Texas pursuits between January 2018 and June 2024, and a related KTEP News review found 258 pursuits in one recent stretch, with 24 percent ending in a collision, according to TPR. None of those statewide figures are specific to the Palmview crash that killed Garcia, but they reflect the same underlying dynamic: a routine traffic stop escalating into a high-speed pursuit with fatal consequences.

DPS has not released further details on the investigation into Garcia's death, and it remains unclear what traffic violation prompted the initial stop.
