Update, 11:20am: Good news: scanner chatter indicates that a cat has been recovered from the building and is in "viable" condition. No injuries or evacuations were reported. (Sad addendum: The Examiner reports that the cat, or a cat from the building, has died.)
Update, 11:38am: Firefighters are still inside the building, but the blaze was reported to be contained at 11:15am. One witness said that some of the building's residents could be seen outside, dressed in their pajamas and barefoot.
