The press release, originating from the Marin County Police Chiefs Association and the Marin County District Attorney's Office, detailed the discovery of numerous anti-Semitic and anti-vaccination flyers in Tiburon and the unincorporated Wildhorse Valley neighborhood of western Novato. These flyers, often implying malicious connections between people of Jewish faith and the COVID-19 pandemic, were typically encased in plastic bags with rice and tossed onto properties from moving vehicles.

While the messaging from these flyers is designed to instill fear at both the local and national level, those responsible for disseminating these flyers are often protected under the First Amendment's free speech law. However, as Marin County District Attorney Lori E. Frugoli clarified, there could be specific exceptions that might result in prosecution.
