Yesterday, San Diego reported a substantial discount for property owners in the National Flood Insurance Program (NFIP), due to the city's ongoing floodplain management and protection initiatives. According to the City's press release, roughly 3,000 homeowners will experience a 15% reduction in annual insurance premiums—a considerable financial relief.
Mayor Todd Gloria stressed the importance of this accomplishment, stating, "The reduction in cost pays tribute to the Stormwater Department’s commitment to reduce flood risk and prioritize community safety." Gloria recognizes the financial strain of many citizens and perceives this reduction as a welcomed reprieve.
Floods are potentially devastating natural phenomena, therefore, understanding the associated costs is crucial. FEMA approximates damages can exceed $25,000 from just one inch of floodwater. They have identified approximately 14,000 acres of land in San Diego as at high risk for flooding during rainfall.
In 2022, San Diego's Stormwater Department commenced enhancement of its floodplain management program. Their revitalized efforts now include stricter regulations for high-risk flooding development zones and improved flood protection measures, providing added safety and financial benefits to property owners.
The 15% NFIP discount results directly from San Diego's participation in FEMA's Community Rating System (CRS), an incentive-based program rewarding communities that exceed the minimum floodplain management standards. As a Class 7 participant, San Diego has displayed its dedication to continuously improving its Floodplain Management Program
Certified Floodplain Manager Emir Williams is leading the City's enhanced floodplain management initiatives. His team has trained over 300 City staff in managing high-risk flood projects.
Williams shared, “The City’s Floodplain Management Program is about serving the community. Improving our program was a straightforward decision yielding benefits for all.” He further stated that their work is ongoing with the goal of advancing the program and raising community awareness about the available insurance discount.
