Two Miami business owners are headed to prison for their part in a multi-million-dollar Medicare fraud that exploited Cuban immigrants. Karel Felipe, 42, and Tamara Quicutis, 54, have been sentenced to more than eight years behind bars for a scheme that billed Medicare for upwards of $93 million in nonexistent home health therapy services. WLRN reported.
The U.S. Department of Justice explained how the pair, along with other co-conspirators, lured immigrants from Cuba to become false owners of home health entities, enabling them to bill the government-run health program fraudulently. This malicious orchestration enabled the duo to receive over $44 million from Medicare, a sum that they are now ordered to repay. The exploitation of the immigrants not only undermined the integrity of a federal healthcare program but also placed the immigrants in a precarious legal position.
According to the Miami Herald, Felipe and Quicutis orchestrated a wide-reaching fraud that took advantage of the Medicare system, ultimately leaving U.S. taxpayers footing the bill for services that were promised but never rendered. They participated the recruitment

of Cuban nationals, offering a gateway to involvement in what appeared to be legitimate business opportunities in the United States.
As the cases against Felipe and Quicutis came to a close, the implications of their actions echo through the Cuban immigrant community and the healthcare industry at large. Their operation not only siphoned funds from a system meant to aid the sick and elderly, but it also manipulated individuals seeking a better life, using their hope as a conduit for deceit. The hefty restitution and substantial prison time reflect the severity of their crimes and the federal government’s stance on healthcare fraud – a position that aims to protect the welfare of all citizens, inclusive of the immigrant populace that continues to shape the fabric of this nation.
