Residents of North Phoenix are demanding justice after a shocking incident at Desert Horizon Park where two dogs were fatally shot. The dogs, Chip and Theo, were off their leashes Thursday when a man pulled a gun on them, claiming he acted in self-defense against their purported aggression. According to AZ Family, the man has not yet been arrested and no charges have been filed, leaving many in the community outraged and concerned for their safety.

Despite the shooter's claim of self-defense, dog owners at the scene insist the dogs posed no real threat. "I think he definitely needs to be held accountable and made an example," Natasha Sierra, a local resident, told AZ Family. "Who is more threatening, a guy with gun or the dogs. It’s just crazy to me." Amid the unrest, Caryle Stein took to posting flyers in the park to alert others of the individual she deems "extremely dangerous."

Legal experts suggest that such cases can be complex. Phoenix criminal defense lawyer Dwane Cates commented to AZ Family that the gunman could potentially face a range of charges if there is sufficient evidence to counter his self-defense claim. "He could be charged endangerment," Cates said. "He could be charged with discharging a weapon within city limits. However, if he's justified in doing it by self-defense then none of those charges will come, but there are a bevy of charges they could charge him with."

Meanwhile, the Phoenix Police Department has stated that investigations so far align with the shooter's narrative of self-defense. "The scene investigation was consistent with the suspect's account of a self-defense shooting," the department said in a statement shared by 12 News. Even so, the case remains open to new information, and authorities are urging anyone with knowledge of this incident to come forward.

In the aftermath of the tragic event, a memorial has been erected at the park, and a Facebook page has been created for the community to discuss the incident and possibly surface new leads.
