It wasn't until the City Council Auditor, after Zahn and others asked many questions, issued a memorandum on November 18, 2019, revealing the PUP's true nature. This revelation, shedding light on a plan that could embezzle funds ranging from $3 billion to $5 billion from the potential sale of JEA, effectively terminated the Invitation To Negotiate process and Zahn's employment. "Fraud and corruption pose a fundamental threat to our national security and our way of life, and the FBI will not tolerate those who seek to deceive American citizens," Special Agent in Charge Kristin Rehler of the FBI Jacksonville Field Office told the press.
