In a substantial boost for affordable housing in Portland, the Portland Housing Bureau (PHB) has confirmed the selection of Home Forward and the Urban League of Portland for a 230-unit development project, pouring over $40 million into the Broadway Corridor's future. Allocated funds consist of $37.5 million in Metro Affordable Housing Bond dollars, in addition to $4.5 million in River District Tax Increment Financing (TIF) dollars earmarked for the construction of affordable rental homes, designed to benefit more than 400 residents, according to the City of Portland, Oregon.

PHB Director Helmi A. Hisserich highlighted the impact this project is expected to have, stating, "Our community review committee was extremely impressed by the thoughtful, elegant design, the integrated on-site services, and the dedication to dignified, well-constructed affordable homes shown by the Home Forward and Urban League proposal". This development, located on a 34-acre site managed by Prosper Portland, aims to serve as the cornerstone for the emerging neighborhood, with an anticipated groundbreaking in summer 2026 and completion by summer 2028, according to the City of Portland, Oregon.

The ambitious multi-use complex will offer a range of living spaces from studios to 3-bedroom apartments to cater particularly to families and larger households. Special consideration is given to residents with the lowest income, as 39 family units will be affordable at 30% of Area Median Income (AMI) with rent assistance for those most in need. An additional 35 units will come with supportive services for a more stable living environment.

Urban League of Portland's President & CEO Nkenge Harmon Johnson also emphasized the anticipated positive influence on the neighborhood, stating, "We are using our nearly 80 years of investing in this city to keep the development focused on serving our community". The project is slated to stand near essential amenities such as schools, grocery stores, and transit lines, further improving the quality of life for potential residents, as cited by the City of Portland, Oregon.
