
In a move against organized retail theft, the Folsom Police Department's Problem Oriented Policing (POP) team, along with Special Investigation detectives, executed a proactive surveillance operation on September 5, leading to the arrest of a known suspect. According to an announcement made on the Folsom Police Department Facebook page, the suspect was under observation when he visited a big box store in the city and committed theft.
The continued prevalence of organized retail crime has plagued retailers and law enforcement alike. On this occasion, 54-year-old Sacramento resident Jamal Williams was apprehended, post-theft, and remains in custody. Williams is now facing charges outlined in California Penal Code 490.4 - a statute specifically addressing organized retail theft. Prior to his detention, he was categorized by law enforcement as known suspect with a track record in similar offenses.
Folsom's POP team operates with the mission to identify and diminish patterns of criminal behavior, often focusing on serial offenders who contribute to local increases in crime. In this case, the persistence of the POP officers and detectives in monitoring the suspect's activities exemplifies their commitment to this mission.
