Adding to this transition narrative, Holcomb expressed confidence in Mullen's capabilities: "The agency will be left in good hands with Dennis at the helm." Small's last official day is slated for September 20, with Mullen scheduled to succeed the role starting September 23.

A DePauw University graduate who earned his bachelor’s degree in political science, Mullen went on to receive his Juris Doctor from Indiana University Robert H. McKinney School of Law. Within his new capacity, and while retaining his position as general counsel, Mullen will reportedly also debut a new licensing management application to streamline the process for licensing individuals, continuing the momentum set forth by his predecessor.
