The City of Doral is taking strong action against human trafficking by passing an ordinance that requires certain businesses to display signs promoting awareness and prevention. This measure, known as ordinance #2024-30, aims to inform the public and potential victims while working to reduce this serious issue.
According to the City of Doral announcement, the new mandate requires specific businesses to display human trafficking awareness signs. This includes restaurants, bars, nightclubs, hotels, motels, vacation rentals, urgent care centers, clinics, specialty and beauty salons, and massage or bodywork establishments not owned by licensed healthcare practitioners. However, this requirement applies only if these businesses are under the jurisdiction of the City's Special Magistrate for violations.
The required signage has to be visible in areas where employees are likely to see it, ensuring that the message is not missed. Each sign must be bilingual, presented in both English and Spanish. Central to the sign's message is the contact information for the National Human Trafficking Resource Center hotline—1-888-373-7888—or the option to text INFO or HELP to 233-733, providing a crucial lifeline for those in need.
In terms of enforcement, the City's Code Compliance and Police Departments have been given authority to ensure compliance. Businesses that fail to adhere to the ordinance could face stiff penalties, such as fines up to $500 per day. While the ordinance provides a framework for accountability, businesses may appeal citations to the City's Special Magistrate before a penalty is officially applied, leaving room for consideration of the city's intent to deal justly.
