Chanos Monroe, 41, from District Heights, MD, has entered a guilty plea for the voluntary manslaughter of Keith Sistare, 52, which occurred last year at a Northeast D.C. gas station. The plea agreement reached with the court stipulates a 14-year prison sentence, to be followed by five years of supervised release for Monroe, as per details disclosed by U.S. Attorney Matthew M. Graves and MPD Chief Pamela Smith.

Since his June 25 apprehension, Monroe has been detained. The altercation that led to Sistare's death on September 11, 2022, was initiated when Sistare tried to enter Monroe's idling vehicle, as released by the U.S. Attorney's Office. Monroe's fiancé was present in the passenger seat at the time. In the engagement that followed, Monroe was witnessed through surveillance stomping on Sistare, lying prone on the ground multiple times.

The incident, which was caught on the gas station's surveillance cameras, continues to be investigated by various personnel from the Metropolitan Police Department. The outcome of the confrontation was Monroe returning to his vehicle to retrieve a firearm. Subsequently, his fiancé managed to dissuade him from using the weapon by convincing him to return to their car with the handgun.
