An Indianapolis man, Felipe Maguellal, has been arrested on suspicion of murder following a violent incident that took place outside the Checkered Flag Tavern on Indy's west side. According to WRTV, Maguellal is accused of intentionally driving his vehicle into a crowd of people, after being involved in a previous altercation at the bar. The attack resulted in the death of Perry Banks, who according to witnesses, had been trying to diffuse the situation.
Officers from the Indianapolis Metropolitan Police Department responded to the incident shortly after midnight on October 19. Upon arrival, they found Banks in the parking lot with severe trauma, where he was pronounced dead at the scene. The suspect, identified as 33-year-old Maguellal, had already fled, as reported by WTHR. Detectives later made the arrest near Hanna Avenue on Indy's south side.
The decision to release Maguellal from jail just two days before the fatal hit-and-run is now under scrutiny. Fox59 details that the suspect was initially held on charges including battery and criminal recklessness from a separate incident one week prior to the homicide, where he allegedly shot a man outside another club. A judge had initially set his bond at $100,000, but for reasons not publicly disclosed, it was subsequently reduced to $15,000, which allowed for his release.
In light of the tragic event, IMPD Officer Tommy Thompson expressed determination in dealing with violators, stating, “I hope any criminal out there, anyone thinking of committing a criminal act thinks twice because the IMPD won’t stop and we will find you,” as per FOX59's coverage. Meanwhile, several leadership figures within the police have indicated this case as revealing potential issues within the criminal justice system. The fatal outcome of a seemingly lenient approach to bail has particularly stirred concern among law enforcement officials and the public alike.
As the grieving family of Perry Banks seeks justice, IMPD is continuing their investigation into the matter. Perry's niece Taliyah Ratcliffe told FOX59, "He just needs to pay for what he did.” Maguellal is currently being held without bond pending the filing of formal murder charges.
