
At the National Council of State Housing Agencies (NCSHA) conference, Oregon Housing and Community Services (OHCS) stood out, receiving honors for their work in both preventing homelessness and preserving affordable housing in Oregon. The "Special Needs Housing: Combating Homelessness" award and the "Rental Housing: Preservation and Rehabilitation" award recognized OHCS's progressive tactics, according to thier press release.
OHCS boasted notable achievements at the close of their first emergency homelessness response year, a year which saw them clearing their set goals and then some; they created over 1,000 new shelter beds, successfully rehoused more than 1,400 households, and perhaps most notably, they prevented over 9,000 individuals from falling into homelessness.
OHCS Executive Director Andrea Bell emphasized the critical link between housing and quality of life, stating, "Making everyday life better for people and communities across Oregon begins with securing the fundamentals, like housing." She attributed the success to collaborative efforts, underlining that "We are grateful to our state and local partners that stepped up in a significant way to improve lives and strengthen Oregon," as per the OHCS's announcement.
In addition to these accomplishments, the agency's forward-thinking strategies aimed at maintaining affordability in housing faced with expiring affordable rents garnered praise; OHCS implemented a novel Preservation Framework and Dashboard that consolidates preservation-related topics and makes data easily accessible to state and county housing partners, this according to the same press release. While such work may not bring the fanfare of new developments, Bell asserted that these strategic preservation efforts are "directly connected to our shared housing goals."
The Preservation Framework and Dashboard were developed based on consultations with a range of preservation stakeholders, whose input and feedback informed the design and effectiveness of the tools. This approach highlights OHCS's emphasis on collaborative solutions and stakeholder engagement in addressing housing challenges in Oregon.
