
An IMPD officer is facing a slew of charges after he was accused of recording sexual encounters without consent while on duty in uniform. Officer Shane Decker, who has served with the Indianapolis Metropolitan Police Department for 25 years, was charged with eight counts including felony voyeurism, official misconduct, and unlawful proposition in Marion County court, as reported by FOX59.
According to details from WTHR, the investigation initiated when a fellow officer discovered a USB stick containing the recordings in a department vehicle, after which they turned it over to the Special Investigations Unit due to the potentially illegal content found, videos appeared to have been filmed without the women's knowledge, which sparked the subsequent inquiry leading to Decker's charges.
Further scrutiny of Decker's phone revealed searches for massage parlors that offered sexual services, aligning with WTHR, Decker should have been versed in human trafficking training due to his role in undercover investigations, yet he appears to have used this knowledge to determine which massage parlors would offer sexual services to him.
One of the women involved in the recordings described Decker's demeaning view towards women, saying, "He thinks women are pretty much worthless," she told investigators in an interview obtained by WTHR. Also adding that he made derisive comments about female colleagues at the department.
IMPD Chief Chris Bailey addressed the egregious breach of conduct, stating, "The allegations uncovered in this investigation represent a clear violation of public trust and are completely unacceptable," in a release outlined by WISH-TV, he went on to extend his sympathies to the victims, commending their bravery for coming forward which led to Decker's suspension with a proposal for termination.
Officer Decker is expected to surrender today, as indicated by his attorney.
