Demolition efforts have recently picked up at the Towne and Terrace housing complex on Indianapolis' far east side, where eight buildings deemed unsafe are being razed. The project is seen as a crucial step forward after a protracted legal struggle and years of deterioration led to a surge in crime across the site, according to FOX59.
In a significant alleviation of the pressures on local law enforcement, demolitions started to rapidly bring down crime statistics in the area. "It’s a huge benefit when it’s a location we don’t have to continually send our officers to," IMPD east district commander Mike Leepper told FOX59. This shift in focus from handling crime scenes to engaging in community policing is hoped to truly better protect and serve the populace.
Previously a neighborhood cornerstone built in the 1960s, Towne and Terrace descended into a state of neglect, exacerbating public safety concerns as "the quality of life for residents and the surrounding community began to decline," as stated in a city press release obtained by WTHR. The city has budgeted more than $14 million for property acquisitions, resident relocation, and demolition.
Though there is still a journey ahead to relocate remaining households and to surely complete demolitions by early 2026, hope is on the horizon as “This demolition is more than just removing buildings. It’s about restoring hope and assuring safety for the families who lived here," State Sen. La Keisha Jackson told IndyStar. The city aims to facilitate the transition for the remaining 20 households by spring 2025.
The long-term vision includes a community-involved redevelopment process akin to what followed the demolition of the neighboring Oaktree Apartments. City-County Councilor Rena Allen, representing District 15, highlighted the initiative as a pathway "to enhance the quality of life for residents in the Far Eastside" in a statement obtained by FOX59. A knowledgeable team has been appointed to support the acquisition and relocation efforts, adhering to the Federal Uniform Relocation Act's guidelines, ensuring necessary assistance to those affected is provided.
