In response to the housing challenges faced by low-income residents, the City of Surprise has initiated the development of a new affordable housing community in the West Valley. "Surprise worked to start conversations and leverage partnerships across the region so the West Valley could show how projects like this are possible, not only here but across the country, to help meet the growing need for affordable housing," Seth Dyson said, Human Service and Community Vitality Department Director, according to the city's announcement. A significant financial injection of over $16 million comes from Maricopa County, with funds sourced through their HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) and ARPA funds. The City of Surprise has also dug into its coffers, offering up $779,157 from its HOME-ARP funds to ensure the real estate venture's fruition.

The new development, named Cross Winds @ Three Star Pointe, is slated for completion by the end of 2026. It plans to add 45 affordable three-bedroom rental units aimed at low-income families, with incomes at or below 60 percent of the Area Median Income. Additionally, it will cater to families experiencing homelessness by providing 13 units for short-term (six to 12 months) housing stays, as a bridge to more stable, permanent living situations.

Prospective residents will have access to supportive services at no additional cost, including job-readiness and financial planning classes. The development also includes community amenities such as a playground and energy-efficient features. The townhome-style rentals are located within walking distance of a park, grocery stores, and a library, providing convenient access to essential services and amenities.
