
In the fight against the proliferation of child sexual abuse material, a Kankakee County man has been sentenced to prison. Wayne R. Hipple, 38, from Bourbonnais, Illinois, pleaded guilty to one Class 2 felony count of possession of child pornography and has been sentenced to four years in prison on Wednesday, according to a statement from Attorney General Kwame Raoul's Office.
The plea and subsequent sentencing are the result of meticulous work by Attorney General Raoul's Internet Crimes Against Children (ICAC) Task Force, who, alongside local law enforcement, executed a search of Hipple's residence in September 2024. The investigation, supported by the Bourbonnais Police Department, yielded evidence warranting Hipple's arrest on charges of possessing materials that exploit and harm the most vulnerable of our society. "Survivors of child abuse and exploitation are revictimized every time an individual downloads or trades one of these horrific photos or videos," Raoul emphasized, as per the Office of the Illinois Attorney General, signaling his office's unwavering commitment to swiftly and surely punish such offenders.
Raoul's office oversees the Illinois ICAC Task Force, benefiting from a grant from the U.S. Department of Justice. The task force engages not only in investigating child exploitation crimes but also in training law enforcement agencies on how to handle such sensitive cases. Through the National Center for Missing and Exploited Children, the ICAC Task Force receives CyberTips, or online reports, of child sexual abuse material, which have surged in recent years. Reports to the ICAC jumped by 46% in 2023 alone.
The Illinois ICAC Task Force is a part of a national coalition, with 61 task forces across the country that encompass a network of more than 185 law enforcement agencies. Since 2019, Attorney General Raoul's ICAC Task Force has received upwards of 46,150 CyberTips and has been actively involved in more than 755 arrests of sexual predators. "My office’s Internet Crimes Against Children Task Force works tirelessly to identify and track down individuals who assault and exploit children. I will continue to partner with local law enforcement to locate and hold these offenders accountable," Raoul declared in a demonstration of his unyielding pursuit of justice for exploited children, as stated by the Office of the Illinois Attorney General.
