The bill nods to his earlier work in bolstering reading skills among Hoosiers which, according to the 2024 National Assessment of Educational Progress (NAEP) results, saw Indiana catapult to impressive rankings nationally in reading proficiency, trailing its math performance, hence the new focus as the state ranks ninth and 13th for fourth grade and eighth grade math respectively, which while respectfully posited, is eyed for improvement, according to Indiana House Republicans.

At the legislation's core is an initiative to auto-enroll middle schoolers meeting certain criteria into advanced math, with parental discretion to opt-out, while state-approved numeracy screenings for the younglings in K-2 sketch out a plan to bridge learning chasms before they widen. "We want to make sure our teachers and students have the tools and support they need to achieve similar gains in math," Teshka told Indiana House Republicans, linking the legislative efforts to actual classroom results.
