Phoenix Police Chief Suspends Officers, Orders Training After Arrest of Deaf Man with Cerebral PalsySource: Google Street View

Interim Phoenix Police Chief Michael Sullivan suspended three officers for 24 hours without pay and required de-escalation training for two of them following an incident involving a deaf man with cerebral palsy. The incident occurred last August when Tyron McAlpin was mistakenly identified as a suspect and arrested. Video footage of the arrest later surfaced.

The Phoenix Police Department addressed an incident near Indian School Road and 12th Street, stating, "Our priority is always the safety and well-being of our community and our officers. We understand the concerns raised by this incident, and we take them seriously," as reported by FOX 10 Phoenix. Video footage shows officers using a taser and striking a disabled man during an arrest. The officers were suspended, and the felony charges against the man, identified as McAlpin, were later dismissed by the county attorney.

Phoenix Law Enforcement Association President Darrell Kriplean responded to Interim Chief Sullivan’s decision, stating, "We are appalled by the determination made by Interim Chief Sullivan to suspend the three officers involved in the McAlpin case," as mentioned by 12 News. He said an internal review found the officers acted within policy and attributed the suspension to public pressure and media coverage. The officers have the option to appeal to the Civil Service Board, and administrative investigations will be made public once completed. McAlpin’s attorneys have filed a $3.5 million claim against the city, alleging excessive force.
