
In a verdict rendered in Multnomah County, Judge Christopher Marshall has issued a Guilty Except for Insanity ruling for James Calvin Smith on all charges related to the killing of mental health worker Haley Rogers. Smith was found responsible for the death of the 26-year-old as she worked the night shift at a mental health facility, as reported by the Multnomah County District Attorney's Office.
The court's decision followed a stipulated-facts trial where the defense and prosecution presented a set of agreed-upon facts, including medical evaluations pointing to Smith's mental illness at the time of the crime. This illness undermined his ability to recognize the criminality of his actions, culminating in a tragedy that took Rogers's life.
During the hearing, Meshell Rogers, the mother of the victim, spoke about the emotional impact of the loss on her family while also touching upon her daughter's compassionate nature. "The most loving person I've ever met. If she survived she’d be here advocating for Mr. Smith," she said, in a statement detailed by the Multnomah County District Attorney's Office. Smith is now mandated to a lifetime term at Oregon State Hospital and will be monitored by the Oregon Psychiatric Security Review Board.
