According to KFOX-TV, the El Paso County Sheriff's Office has charged 47-year-old Charles Lee Lipscomb III with two counts of cruelty to non-livestock animals after obtaining footage that purportedly displays him mistreating a small canine.

Originally arrested on May 27 for aggravated assault, Lipscomb was re-booked into the El Paso County Detention Facility with a total bond of $15,000. Despite the video having been recorded about a year earlier, swift action was taken by investigators to secure the warranted charges upon receiving the footage last Friday, reported the El Paso Times.

The case, which is still under investigation, fell under the jurisdiction of detectives from the East Montana Patrol Station. They secured two warrants for Lipscomb's arrest on charges of cruelty to non-livestock animals. The Sheriff's Office informed that the abused dog is now in good health and with its rightful owner. According to KTSM, additional charges may still be forthcoming in this case.

Expressing a firm stance on such offenses, Sheriff Oscar Ugarte stated to KTSM, "We take animal cruelty seriously. There is no excuse for abusing a defenseless animal, and we will continue to hold offenders accountable."
