
The El Paso Police have arrested two individuals in connection with an appalling case of animal cruelty. According to the El Paso Police Department, a property in Northeast El Paso was investigated after community members reported concerns regarding the animals' welfare and the home's condition. Shannon Marie Hayes Inks, aged 39, and Wayne John Douglas Hayes, aged 44, face felony and misdemeanor charges for their alleged mistreatment of several dogs.
The initial inspection of the home on the 10400 block of Dunlap revealed unsanitary conditions and insufficient care for the animals. Despite warnings, a subsequent visit showed the situation had deteriorated further, forcing officials to secure a court order for a full assessment. Found living in substandard housing, twenty-five dogs were removed and placed under the care of the El Paso Animal Shelter, where they received medical attention. Sadly, one of the animals succumbed despite emergency treatment efforts.
Each suspect is now facing a third-degree felony charge of Cruelty to Non-livestock Animals: Kill/Poison/SBI and a Class A misdemeanor charge of Cruelty to Non-livestock Animals: Failure To Provide. Shannon and Wayne Hayes were arrested on September 5 and later booked into the El Paso County Detention Facility, with bonds set at $20,000 apiece for their alleged crimes.
The remaining dogs are reportedly recovering, under close observation by veterinary staff who are ensuring their rehabilitation and future welfare. The El Paso Animal Shelter continues to provide care for the animals previously subjected to conditions described in the report, and the community has expressed concern and relief in the wake of these rescue efforts.
