Cook County is bolstering its Department of Emergency Management and Regional Security (EMRS) with a seasoned professional at the helm. Alexander Joves was appointed as the new executive director of EMRS by the Cook County Board President Toni Preckwinkle and began his tenure effective immediately. Joves comes with an extensive background that spans three decades across various sectors, marking a significant appointment for the region's critical emergency management operations.
Joves' experience is rooted in both the public and private sectors, with a significant amount of time spent in service to the U.S. Coast Guard and the U.S. Department of Homeland Security (DHS). His appointment by President Preckwinkle was met with optimism for his future impact on the region's safety initiatives. "I am pleased to have Alex at the helm of this critical department and look forward to working with him on behalf of our residents," she said. "His decades of experience and dedication to public service are vital to ensuring that our communities are able to effectively prepare for, respond to and recover from both human-caused and natural threats," according to a statement released by Cook County.
As the former regional director for DHS's Cybersecurity and Infrastructure Security Agency Region 5, Joves championed efforts to safeguard cyber and physical infrastructure across six Midwestern states, concentrating on risk assessments and capacity building. He has also coordinated critical infrastructure measures for major events such as the Indianapolis 500 and Chicago Marathon, proving his capabilities in managing high-stakes situations.
Before ascending to regional director, Joves was charged with directing the National Infrastructure Coordinating Center, where he provided coordination for incident and emergency management, maintained situational awareness, and facilitated information sharing. His reliable coordination for White House briefings, as well as DHS and FEMA leadership briefs, underscored his commitment to comprehensive risk management strategies. During his tenure at DHS, he was bestowed with the DHS Secretary’s Meritorious Service Silver Medal.
Initially, Joves served as an officer in the U.S. Coast Guard and held maritime law enforcement and search and rescue positions in both Atlantic and Pacific theaters. His academic background includes a Bachelor of Science in Government from the U.S. Coast Guard Academy and a Juris Doctor from The George Washington University Law School. After his military service, Joves practiced law before transitioning to roles within the DHS. Joves, who now resides in suburban Chicago with his family, is stepping into a position where his extensive experience is expected to be a linchpin in bolstering Cook County's emergency and regional security framework.
