Oklahoma Governor Kevin Stitt has appointed Clay Bullard to lead the state’s health care system. Bullard will serve as both Chief Advisor for Health and Mental Health and Director of the Oklahoma Health Care Authority (OHCA), according to the Governor’s office. With more than 20 years of experience in the health sector, Bullard has focused on driving improvements in patient care and reducing healthcare costs.
With Clay Bullard's appointment, Governor Stitt outlined a defined direction for Oklahoma’s health system. In the recent announcement, the governor stated, “Clay brings a unique combination of entrepreneurial vision, policy expertise, and hands-on leadership to this role,” and referenced Bullard’s history of “challenging the status quo in healthcare” and his involvement in state health initiatives as key considerations. Bullard previously served on the Oklahoma Medical Board and was a consulting advisor to the Oklahoma Medical Marijuana Authority’s leadership team from 2021 to 2023.
Clay Bullard will take on a key role in overseeing the Oklahoma Health Care Authority (OHCA) and advancing efforts to provide efficient, accessible, and high-quality healthcare. As Chief Advisor for Health and Mental Health, he will work closely with state leaders to develop strategies aimed at improving both the effectiveness and innovation of Oklahoma’s healthcare system. Former OHCA Director Ellen Buettner has transitioned to a new role as head of the Regional University System of Oklahoma. Governor Stitt acknowledged her service and expressed appreciation for her contributions to the agency.
