In a move to bolster the stock of available housing in San Diego County, officials have green-lit the creation of a new housing development in the unincorporated region west of Escondido. The Board of Supervisors recently gave the thumbs up to Harmony Grove Village South, a project slated to bring 453 new homes to the area known as Elfin Forest-Harmony Grove. As reported by the County of San Diego, this initiative responds to the growing demand for regional residential units.
Recognizing the diverse needs of potential homeowners, the project includes a mix of single- and multi-family dwellings for purchase. Moreover, an attention to affordability is evident, as 10 percent of these homes are designated as affordable housing units—a welcome gesture for those struggling in an increasingly competitive market. The mix of housing types and the inclusion of affordable units position Harmony Grove Village South as a dual-front effort to combat the housing shortage and ensure greater inclusion.
But the development isn't all about rooftops. It's also set to include 5,000 square feet of commercial-civic space to foster a sense of community within the development. As approved by the Board of Supervisors, plans for the project also call for creating four acres of parks – split between public and private pieces – along with roughly two miles of public multi-use trails and pathways for residents to enjoy.
Harmony Grove Village South will feature approximately 35 acres of biological open space alongside the residential and communal infrastructure. This addition enhances the project's green credentials and provides valuable habitat for local flora and fauna. The emphasis on communal and ecological space melds with the regional focus on sustainable development approaches.
Building on previous endorsements, the Planning Commission had already given the project its seal of approval back in August 2025.
