This bill is set to unburden both patients and emergency service providers, aiming to quickly ensure reimbursement for responders while protecting patients from potential financial distress. Ambulance services, particularly when provided by nonparticipating providers, would no longer be subject to prior authorization demands, a step intended to help to rapidly clear the path between patient crisis and care.

The legislation extends its protective umbrella further by blocking prior authorization requirements for any urgent or emergency services delivered in good faith within 24 hours. The proposed change comes amid ongoing concerns over the complexities and delays associated with the health insurance claims process, which can often slow down the delivery of critical services or hamper timely payments to service providers.

With the aim to strengthen payment protections for emergency medical services, Isa's proposal is one amongst many seeking to reform the healthcare system, to ensure it becomes more responsive to the immediate needs of patients. House Bill 1370 now sits with the House Insurance Committee and, if approved, will proceed to be considered by the full House of Representatives.
