
City bigwigs crowded into a Lower East Side classroom on Wednesday to praise early childhood educators, but the thank-you tour turned real almost immediately. Staff at a community-run program told them what they tell each other every day: they are proud of the work, and they are still getting paid less than their Department of Education counterparts.
First Deputy Mayor Dean Fuleihan joined kids on the rug at the DeWitt Reformed Church program, read a story and asked staff how things were going. The answers were blunt. One worker said the program is simply “going,” then spelled out what would actually help: “More money.” The moment neatly summed up a familiar clash between City Hall’s big talk about child care and community providers’ push for straightforward pay parity.
Mayor Names May Child Care Educator Appreciation Month
Mayor Zohran Mamdani has declared May as Child Care Educator Appreciation Month, with the administration promising to spotlight the workforce and hold listening sessions across all five boroughs, the Mayor's Office said in a press release. “There is no child care without our child care educators,” Mamdani said in the announcement.
The city says the month will feature an appreciation dinner at Gracie Mansion and a provider listening tour aimed at lifting up educators’ experiences. Officials are casting the declaration as part of a broader push toward universal child care for younger children, with a promise to keep provider voices in the mix.
At DeWitt, Pay Parity Came Up in the Classroom
DeWitt Reformed Church runs a longstanding Head Start and EarlyLearn program in the Lower East Side, and staff there told Fuleihan that love for the job does not cancel out everyday financial stress. “We’re like, barely making it,” one worker said. Asked what would make the program better, staff did not hesitate: “More money.”
Program director Sharil Jones reminded officials that “there’s one purse for the money” and pointed out a structural problem she says complicates fair comparisons. Department of Education teachers generally work about 180 days a year, while staff at community-based programs like DeWitt are contracted for roughly 261 days. That longer calendar, without matching pay, makes it harder to retain staff and keep wages competitive, according to Spectrum News NY1.
Data Show a Persistent Gap
Advocates and policy researchers say the pay gap is not just anecdotal. Community-based early childhood educators earn significantly less than peers in DOE classrooms and are disproportionately women of color, with a median salary in the high $30,000s, according to research from the Citizens' Committee for Children.
Budget analyses from the Office of the NYC Comptroller have also flagged underfunded early childhood contracts and a pattern of one-time fixes that do not fully stabilize the system. That is why advocates say full salary parity has to be locked into recurring budgets and contract rates instead of relying on short-term patches.
Budget Promises, but Advocates Want Specifics
The Mamdani administration points to new money in its executive budget, including roughly $40 million to increase contract rates for providers, as a first step toward closing the gap. Providers and advocates say that figure is welcome but still falls well short of what is needed to make up for years of underpayment and fully align community-based salaries with DOE pay scales. Previous analyses from the Day Care Council of New York have estimated that true parity would require substantially more funding than what is currently on the table.
As the executive budget moves through City Hall, community providers say they will be pressing for specific line items that turn appreciation speeches into actual raises. For staff at DeWitt, the gestures from City Hall were welcome, but the real measure will be whether the final budget and contract changes narrow the pay gap and keep community classrooms stable. With a late June budget deadline looming, early childhood advocates say they will be watching closely to see if thank-yous show up in the paycheck column.
