The board materials list a base award of $5,596,000, plus a 10% construction reserve, for a total anticipated project cost of about $8,519,003.18. The documents describe the site as approximately 15 acres on the north side of Col. H. Weir Cook Memorial Drive, with capacity for about 1,900 parking spaces, according to the Indianapolis Airport Authority.

Funding and Construction Timeline

As reported by Indianapolis Business Journal, the airport’s board packet shows the work will be funded entirely with debt backed by 2025 revenue bonds. The debt service is expected to be covered by rental car customer facility charges, rather than general airport funds or airline fees.

The same materials anticipate a contract award in June 2026, with substantial completion targeted for May 2027. In other words, if everything goes according to plan, rental companies could be parking in the new lot before the busy summer travel season that year.

What It Means for Travelers and Rental Fleets

The Ready Return lot is expected to be leased directly to rental car companies, generating an estimated $250,000 to $275,000 in annual lease revenue based on appraised landside rental rates. The project will add fencing, lighting and fire protection infrastructure along with the new spaces, according to the Indianapolis Airport Authority.

Airport staff say the payoff for travelers should be straightforward: fewer rental cars stashed in guest and employee lots, more open spaces for people actually catching flights and, ideally, a smoother experience when you roll up to park before takeoff.
