Former Pembroke Park Town Manager David Lynch is facing a felony charge after investigators allegedly found a recording device attached to his office telephone, adding a criminal case to a bitter local-government fight that already cost him his job.
According to Local 10 News, the Florida Department of Law Enforcement confirmed Lynch was charged with interception and disclosure of wire, oral or electronic communications. Sources told the station the device was discovered after Lynch’s termination, while employees were clearing out his second-floor office, and that it had been turned over to FDLE investigators. Those sources also alleged Lynch recorded conversations involving senior officials, including the town attorney and police chief, without their knowledge.
Why The Recording Charge Matters
Florida law prohibits intentionally intercepting wire, oral or electronic communications, or using a device to intercept oral communications outside the statute’s permitted exceptions, according to Florida Statutes. A violation of that provision is classified as a third-degree felony, and Lynch has not been convicted of the charge.
The central question will be whether prosecutors can prove that communications were intentionally intercepted and that the conduct fell outside any legal exception. Lynch is presumed innocent unless prosecutors prove the allegations in court.
How Lynch’s Town Hall Tenure Unraveled
The criminal case follows the collapse of Lynch’s tenure as Pembroke Park’s top administrator. Commissioners voted in March to suspend him and later terminate his employment amid concerns about financial management and other issues raised during public meetings, according to an earlier Local 10 report.
That scrutiny included more than $64,000 in taxpayer-funded payroll advances issued to Commissioner William Hodgkins and described in town records as a loan, with Lynch accused of approving the arrangement without bringing it before the commission. Mayor Geoffrey Jacobs has also filed a defamation lawsuit against Lynch, and that civil case remains pending.
The latest charge adds another layer to a town government already dealing with lawsuits, personnel disputes and competing allegations of misconduct. The town attorney said Pembroke Park is cooperating fully with FDLE but would not comment further because the matter remains under law-enforcement review.
Lynch’s Ohio Record And What Comes Next
Before moving to Florida, Lynch served as mayor of Euclid, Ohio. An official Supreme Court of Ohio order shows he resigned from practicing law in 2018 while disciplinary action was pending, and the public order does not disclose the underlying allegations.
The new recording case is separate from an earlier Pembroke Park payroll investigation that ended without criminal charges and was referred to the Broward County Office of Inspector General, as detailed in Hoodline’s earlier coverage. As of Thursday, Broward County jail records did not show Lynch booked into custody, and sources said he had returned to Ohio after his termination.
