Fallbrook marked a rare doubleheader in the local housing crunch today: Mirasol Meadows officially opened its doors, while Brookview Senior Villas moved from blueprint to construction. The two projects target older adults with limited incomes, bringing one 53-unit community online while setting a 61-unit development in motion.
The County of San Diego announced the milestones today, describing them as two steps forward in affordable housing. Mirasol serves seniors ages 62 and older earning roughly 30% to 50% of the area median income, while Brookview will serve seniors 62 and older earning between 20% and 40% of the area median income.

Mirasol Meadows Opens With Supportive Housing Features
Mirasol Meadows was developed by San Diego Community Housing Corporation and is managed by National CORE. The three-story community includes 49 one-bedroom senior apartments, four two-bedroom senior apartments and a manager’s unit, with adaptable layouts intended to support aging in place.
All 53 project-based-voucher units are covered through the county housing program, with six reserved for people with serious mental illness who have experienced homelessness. The building also offers air conditioning, private balconies, energy-efficient appliances, community spaces, outdoor gardens and laundry rooms, with walking connections to nearby shops, restaurants and public transit.
Brookview Targets Seniors Who Need Deeply Affordable Rents
Brookview Senior Villas will include 56 one-bedroom apartments, four two-bedroom apartments and one manager’s apartment. National CORE says the community will serve seniors earning 20%, 30% or 40% of area median income, with 12 apartments set aside for seniors who have experienced homelessness or were at risk of it.
The three-story, elevator-served project is designed around mobility needs, with walking paths, patios, community gardens, a 2,066-square-foot community space and a bocce ball court. The California Tax Credit Allocation Committee lists construction completion for October 2027, meaning today’s groundbreaking is the start of a fairly substantial wait for the keys.
The county said it invested $6.1 million in Mirasol Meadows and $7.9 million in Brookview Senior Villas. Both projects were advanced through public-private housing partnerships and county financing intended to help close the gap between construction costs and rents affordable to low-income residents, according to the County’s project update.
Fallbrook Projects Join A Broader County Housing Push
The two Fallbrook developments arrive as San Diego County expands its affordable-housing pipeline. The county’s annual housing report says it has invested more than $327 million in affordable housing since 2017.
The county’s housing data page says 11 county properties are being converted into affordable housing, with the potential to create about 1,700 homes for roughly 3,800 residents. In Fallbrook, the immediate takeaway is simple: one new building is now welcoming seniors, while another is finally moving toward the day its residents can move in.
