Search warrant served on Pine Street home
According to the Solano County Sheriff's Office, the Investigation Bureau led the June 18 operation, with support from the Sheriff’s Enforcement Team and the patrol division. Deputies served a search warrant at a residence in the 1000 block of Pine Street, where they took Frost-Lara into custody.
The sheriff’s post also notes that Frost-Lara had several outstanding warrants from other counties at the time of his arrest.
CSAM-related felonies and drug paraphernalia count
The sheriff’s office lists charges that include Penal Code 311.11(a) and an enhanced subdivision 311.11(c)(2), along with Penal Code 311.1 for possession or distribution of obscene matter depicting a minor. Penal Code sections 311.11 and 311.1, which set out felony penalties for possession and distribution of material involving minors, are available through California Legislative Information.
Frost-Lara is also facing a misdemeanor count under Health and Safety Code 11364(a) for possession of drug paraphernalia. The statute and its typical penalties are outlined by legal resources such as the Shouse Law Group.
Why this case has Solano County’s attention
In its Facebook post, the sheriff’s office said it remains committed to investigating and prosecuting individuals involved in the exploitation of minors, framing the Pine Street arrest as part of a broader push against child sexual abuse material.
Local coverage has highlighted how aggressive those efforts have become. In one large-scale case, deputies seized more than 120 terabytes of suspected child sexual assault material from a Vallejo residence in 2025, according to KCRA. The sheriff’s office has said that kind of haul can fuel follow-up investigations for years.
