What The County Would Buy
According to the staff report in the board packet, the proposed purchase targets 1065 E. Hillsdale Boulevard (Assessor’s Parcel No. 094-524-180) in Foster City, with DWF IV Century Plaza, LLC listed as the seller. The deal on the table is a $29,000,000 purchase of a four-story office building with roughly 115,600 square feet on a 223,320-square-foot parcel, along with authority for the board president to sign a purchase and sale agreement.
The report states that the purchase price and closing costs are already built into the county’s adopted FY 2026-27 budget, and that a due diligence review will take place before closing. It also notes that the property was evaluated for sea level rise under the county’s 2019 policy, according to the agenda materials posted on San Mateo County Legistar.
Why The County Says It Needs The Site
County documents say the Human Services Agency is eyeing the space as a new home for vocational rehabilitation and related programs that currently operate at 550 Quarry Road in San Carlos. Those Quarry Road offices host Vocational Rehabilitation Services and other employment programs that serve residents with disabilities and other barriers to work, according to the San Mateo County Human Services Agency.
Neighbors And The Process
Not everyone is thrilled about the potential move. A local online petition is urging Foster City and county officials to oppose the acquisition, raising alarms about zoning questions and possible impacts on the local tax base, according to Change.org.
The board packet also notes that the county has already notified the City of Foster City and asked the city to issue a finding of conformity with its general plan, a step required under state law and described as part of the formal process the county is following.
