Miami police say a 24-year-old Sunny Isles Beach man is back in custody, accused of unleashing a drive-by burst of gunfire in Allapattah that wounded three people and narrowly missed a toddler riding in the targeted car.
The shooting happened around 8:10 p.m. on July 5 near Northwest 22nd Avenue and 36th Street, according to an arrest report. Investigators say shots were fired from an SUV into a green rented BMW with a 2-year-old inside. The child was not hurt. Three adults were taken to Jackson Memorial Hospital for treatment, and the suspect was arrested Friday, then later released on bond.
How investigators say they connected the SUV
Detectives reviewed surveillance video that they say showed an Audi Q8 pulling up and opening fire into the BMW. According to the arrest report, investigators then tied that Audi to the suspect after he received a traffic citation in Lauderhill.
License-plate-reader data allegedly placed the same Audi near Bayfront Park on July 1, the day officers say the suspect posted photos from a FIFA Fan Fest. Police say they also recovered latent fingerprints from the vehicle.
Investigators obtained a warrant for cellphone data that they contend placed the man at the scene of the shooting. The report and booking records list multiple charges and a bond amount. Those details come from an arrest report obtained by WPLG Local 10.

State prison records identify the suspect as Justin Ramirez. The Florida Department of Corrections lists him as having previously served time on armed-robbery-related charges before his release in April 2024.
Court filings and arraignment dates in the new case have not yet been made public, and Miami prosecutors will decide on the formal charges and next steps. Detectives have not released any information about a possible motive and say the investigation is still active.
