What started as a return trip to a Solano County Health and Social Services office ended in handcuffs today, after detectives say a Vallejo man walked back into the very building where county property had been reported stolen. Employees told investigators that county-issued laptops, keys, an iPhone, video-conferencing equipment, and blank electronic benefit transfer cards were among the items taken. Detectives say they recovered the stolen gear and later served a search warrant at the suspect's Vallejo home.
According to a post by the Solano County Sheriff's Office, detectives from the Investigations Bureau and the CONNECT team arrested 32-year-old Luis Raul Avila inside the Health and Social Services building when he came back to the scene. The sheriff's post states that all of the missing county property was found in Avila's backpack and notes that additional charges may be filed as the investigation continues.
County Office On Tuolumne Targeted
The Solano County Health & Social Services Vallejo office at 365 Tuolumne St. handles employment, eligibility and family health services for the area, according to the county directory. Hoodline previously reported a 2024 burglary of the county probation office on the same stretch of Tuolumne Street, highlighting recurring break-ins in the neighborhood.
Stolen County Gear Recovered
The sheriff's Facebook post lists county laptops, keys, an iPhone, video-conference equipment and blank EBT cards among the items reported missing, and says detectives recovered those items from Avila's backpack. As part of the ongoing probe, detectives also executed a search warrant at Avila's Vallejo residence, according to the post.
