The strain traces back to infrastructure that is decades past its prime. Chickasha's existing treatment plant was built 60 to 70 years ago with an original design capacity of 6 million gallons per day, but according to the Southwest Ledger, degradation has cut its functional capacity to roughly 4.2 million gallons daily. That plant serves approximately 17,000 residents across Chickasha and nearby Norge, meaning the record 4.8 million-gallon daily output this month pushed well past what the aging facility was built to reliably handle.

What the Rationing Rules Actually Restrict

The ordinance covers a wide range of outdoor water use, including lawn irrigation, washing vehicles, cleaning sidewalks and driveways, filling pools and spas, and running outdoor misting or cooling devices. On permitted watering days, residents can water only from midnight to 4 a.m. and again from 8 p.m. to 11:59 p.m. The rules exempt water used for firefighting or public safety purposes, watering livestock and other animals, hand watering with a hose equipped with a shutoff nozzle, and use of a bucket or watering can.

Violators could face a $100 fine for a first offense, with higher fines for repeat violations. City officials said the restrictions carry no set end date, though the council may lift some or all requirements if water demand decreases. In the meantime, splash pads at Shannon Springs and Washita Valley parks will operate only on Fridays, Saturdays and Sundays until further notice.

A Treatment Bottleneck, Not a Dry Reservoir

Notably, Chickasha's crisis is not primarily about running out of raw water. The city draws its primary supply from Fort Cobb Reservoir in Caddo County, about 35 miles away, under a contract with the Fort Cobb Master Conservancy District that caps annual municipal withdrawals at 5,125 acre-feet, or nearly 1.67 billion gallons, per the Southwest Ledger. Raw water travels from the reservoir to the treatment plant on Genevieve Street through a concrete asbestos pipeline before it ever reaches the aging filtration system that is now the true bottleneck.

Still, that raw water allocation is tightening. The Southwest Ledger reports that Chickasha's annual withdrawals from Fort Cobb Lake hit 1.625 billion gallons in 2024, dipped slightly to nearly 1.538 billion gallons in 2025, and have climbed sharply from 1.037 billion gallons in 2022 — approaching the city's legal contract cap as conservancy officials have signaled the city's water rights will not increase alongside population growth. To diversify supply long-term, the city plans to blend in raw water from Lake Chickasha, though engineering evaluations found the lake's high gypsum and mineral content will require advanced pretreatment once the new plant comes online.

An $84 Million Fix Is Already Underway

Chickasha is roughly four months into construction on a replacement treatment plant designed to resolve the capacity crunch for good. The city executed a $71.76 million construction contract with Wynn Construction in March, broke ground on May 7, and expects full completion by April 2028, under a 730-day schedule managed by engineering firm Freese and Nichols, the Southwest Ledger reported. The new facility is designed to process 6 million gallons of water daily using rapid mixing, flocculation, sedimentation and filtration, with engineering provisions to expand to 8 million gallons per day if needed, according to Freese and Nichols. It will include an 800,000-gallon clearwell storage tank and full backup power systems.

The total project is estimated at $84 million, funded largely through a 30-year, $67.66 million low-interest loan from the Oklahoma Water Resources Board. Chickasha voters approved a permanent 1.25% municipal sales tax in August 2023 to service that debt and fund capital infrastructure, a levy that replaced an expiring 0.75% capital improvements tax and took effect at the start of 2024 rather than triggering an automatic 82% water utility rate increase.

Part of a Wider Grady County Squeeze

Chickasha's rationing order lands amid a broader regional strain across Grady County this August, where neighboring towns have taken similar emergency steps during the heat wave. Tuttle enacted Stage 2 mandatory restrictions as its water towers drained, while Minco moved to voluntary outdoor watering cutbacks amid pipeline bottlenecks. Both towns experienced water tower drawdowns and distribution strain during peak heat, mirroring the pressure now facing Chickasha's system.

U.S. Drought Monitor data from mid-August shows all of Grady County under drought conditions following the 11th driest July on record, with 2026 precipitation running 9.06 inches below historical averages. January through July marked the 14th driest year-to-date stretch recorded in the county in 132 years, according to Drought.gov, underscoring why the region's water systems — new and old alike — are being tested all at once.
