A stolen 2023 Land Rover allegedly turned into a battering ram during a Palm Beach County arrest, with a Miami man accused of striking a law-enforcement vehicle before deputies used a Taser to take him into custody. The confrontation unfolded near Boynton Beach’s Gateway Boulevard exit off Interstate 95.
According to WPBF 25, deputies spotted the Land Rover traveling with a Nissan Altima connected to an investigation into high-end vehicle thefts. Investigators say the Land Rover made an abrupt lane change and accelerated into a law-enforcement vehicle, after which the driver tried to run away and was stopped with a Taser.
Cutino Faces Seven Charges After Alleged Pursuit
Authorities identified the driver as 30-year-old Pavert Cutino. He is charged with grand theft of a motor vehicle, fleeing and eluding police, aggravated battery on a law-enforcement officer, resisting an officer with violence, resisting an officer without violence, burglary of an unoccupied structure and burglary of an unoccupied conveyance.
Raul J. Hernandez and Reheen L. Spencer were also detained without incident. Investigators believe Hernandez obtained the Land Rover’s key fob through a swap scheme at a Longwood dealership, and they believe Hernandez and Spencer may be connected to multiple high-end vehicle thefts across Florida.
Task Force Targets Cross-County Auto Theft
The multi-county investigation reflects the reason South Florida agencies created the South Florida Criminal Apprehension Team. A mutual-aid agreement filed with the City of Delray Beach says the team is designed to address organized retail crime, burglary, auto theft and related offenses that cross jurisdictional lines, with the Palm Beach County Sheriff’s Office handling its day-to-day administration.
A separate case involving a Florida man named Reheen Spencer shows how far these luxury-vehicle investigations can travel. The Connecticut Post reported in January 2025 that Spencer was extradited from Florida after police accused him of helping steal two Mercedes-Benz G-Class vehicles valued at nearly $400,000 from a Greenwich dealership; his attorney argued the warrant showed only his “mere presence.”
Palm Beach County has seen another high-end vehicle case this year as well. In March, Hoodline reported that deputies stopped a stolen Rolls-Royce Wraith near Jupiter after it was tracked by GPS, with two men arrested without incident.
The Land Rover arrest does not resolve the broader theft investigation, and additional charges or court filings could follow. Cutino is presumed innocent unless prosecutors prove the allegations in court.
