A 25-year-old man was shot in the right arm and a 21-year-old was struck in the left leg when a gunman opened fire outside a Brooklyn home late at night, and weeks later police still haven't identified who pulled the trigger. The shooting happened in front of 25 Raleigh Place, a residential block of early 20th-century brick multi-family homes in the Flatbush/East Flatbush section of Brooklyn, at around 10:55 p.m. on July 15.
According to a bulletin from NYPD Crime Stoppers, an unidentified individual brandished a firearm and fired multiple rounds outside the home before fleeing on foot to parts unknown. The two victims — a 25-year-old man and a 21-year-old man — were each struck once, with the older victim hit in the right arm and the younger victim hit in the left leg, per the post. No description of the shooter has been released, and it remains unclear whether the men were targeted or caught up in a dispute that turned violent.
Raleigh Place sits near Church Avenue, an area that falls under the jurisdiction of the NYPD's 67th Precinct, which serves a large Caribbean and Spanish-speaking immigrant population, per city records. The block's mix of two- and three-family townhouses makes it a quiet residential stretch, a contrast to the sudden burst of gunfire that sent two young men to the hospital there in July.
A Precinct Where Shootings Have Fallen Sharply
The Raleigh Place shooting comes even as gun violence in the surrounding precinct has dropped significantly. NYPD CompStat data through August 2 shows the 67th Precinct logged 8 shooting incidents and 10 shooting victims so far in 2026, a 60 percent decrease from the 20 incidents and 25 victims recorded over the same stretch last year. Felony assaults in the precinct are also down, falling 9.4 percent to 396 reported so far this year from 437 during the same period in 2025.
Those numbers mark a dramatic shift from the precinct's history. The 67th Precinct logged more than 80 homicides in a single year back in 1990, and homicides there have since fallen to just 4 year-to-date in 2026, according to NYPD data. Central Brooklyn's long decline in violent crime hasn't erased the need for targeted intervention, however — a March 2025 study by the Urban Institute found that localized pockets of the borough still require dedicated community violence-prevention resources even as citywide trends improve.
One such group already works the neighborhood around Raleigh Place. The 67th Precinct Clergy Council, known locally as “The GodSquad,” has operated since 2010 as a faith-based coalition that de-escalates street disputes, supports crime victims and works to steer young people away from gun violence, according to the group's own account of its mission. The council partners with the NYPD and the Brooklyn District Attorney's office on street-level interventions across East Flatbush.
Steep Legal Exposure Awaits Whoever Fired the Shots
Whoever is eventually charged in the shooting faces severe legal consequences under New York law. Intentionally causing serious physical injury to another person with a firearm is charged as Assault in the First Degree, a Class B violent felony under Penal Law § 120.10 that carries a mandatory minimum of 5 years and up to 25 years in state prison, according to the New York State Senate's codified statute. Unlawfully carrying a loaded firearm outside one's home or business would additionally be charged as Criminal Possession of a Weapon in the Second Degree, a Class C violent felony under Penal Law § 265.03 that carries its own mandatory minimum of 3.5 years, per Saland Law.
This is not the first violent shooting NYPD has investigated in the 67th Precinct this year. Hoodline previously reported on a pre-dawn shooting that left a 30-year-old shot in the head in February, as well as a fatal Valentine's Day shooting at a Brooklyn nightclub and a robbery investigation along nearby Church Avenue. Just a day before the Raleigh Place bulletin was posted, Hoodline also covered the case of a 79-year-old man punched in the head outside an East Flatbush business, underscoring the range of violent incidents the precinct continues to field even as overall crime statistics trend downward.

Tips can be submitted by calling 1-800-577-TIPS (8477), by direct messaging @NYPDTips on X, or by visiting the Crime Stoppers web portal. Spanish speakers can also use the dedicated Crime Stoppers line at 1-888-57-PISTA (74782), according to the NYPD. Crime Stoppers, run in partnership with the private New York City Police Foundation, offers anonymous cash rewards of up to $3,500 for tips leading to an arrest and indictment, and police say all calls are strictly confidential.
