A new boutique hair salon is set to open its doors on Vine Street in Over-the-Rhine on August 31, bringing an eight-chair floor, a commission-based pay model that skips tipping altogether, and a founder who has worked backstage at Fashion Weeks in London, Milan, New York and Paris. Pippi's occupies a 2,710-square-foot storefront at 1502 Vine Street, tucked into the historic Meiners Building at the boundary between North and South Over-the-Rhine.

The salon is the creation of local color specialist Madeline Heile, who leased the space from landlord Cincinnati Center City Development Corporation, known as 3CDC, back in March, according to Cincinnati CityBeat. Before striking out on her own, Heile studied advertising and design, completed an apprenticeship at Cincinnati salon Parlour, and worked as a color specialist at a salon in Northside, per the same CityBeat report. She has said her goal was to create a salon that prioritizes both guest experience and artist success.

Heile sharpened her color technique under the mentorship of master session hairstylist Joseph DiMaggio, who has spent nearly two decades leading backstage styling teams at major international fashion weeks, according to 3CDC. She remains an active member of Shokunin Clik, the global session and education network DiMaggio founded, through which she continues to work fashion week circuits and help train stylists internationally, according to information posted by Pippi's itself.

An Eight-Chair Floor Built Around Mentorship

Pippi's will launch with three experienced stylists and two apprentices, offering gender-inclusive color, cutting, styling and waxing services. The apprenticeship program gives newer stylists hands-on education, one-on-one mentorship and advanced training, while clients who agree to serve as apprentice models can receive services at a reduced rate.

That structure fits within Ohio's cosmetology licensing framework, which requires 1,500 hours of board-approved training and allows temporary pre-exam work permits so trainees can practice under supervision before sitting for state board exams, per rules updated by the Ohio State Cosmetology and Barber Board in October 2024. Christy Samad, 3CDC's executive vice president of civic and commercial space activation, said Pippi's apprenticeship program will provide meaningful opportunities for aspiring stylists.

The salon also runs on a commission-based, hourly pricing model designed to eliminate traditional tipping while giving stylists consistent compensation, according to the Over-the-Rhine Chamber of Commerce. Pippi's is named for the fictional character Pippi Longstocking, and the salon is designed to support both guests and stylists alike.

Inside the 1888 Meiners Building

The salon's home, the Second Renaissance Revival-style Meiners Building, dates to 1888 and was redeveloped by 3CDC in 2019 as part of an $8.9 million restoration that turned the corner property at 15th and Vine into turnkey commercial and office suites. That renovation is part of a much larger push: 3CDC has directed more than $2 billion in redevelopment investment across over 100 projects in Cincinnati's Central Business District and Over-the-Rhine since it was founded in 2003, prioritizing locally owned businesses for its street-level storefronts.

Pippi's sits near 3CDC's active northern revitalization corridor, which includes the $48 million Findlay Community Hub slated to open in early 2027, as CityBeat has reported. Hoodline previously covered that project in its $100M North OTR makeover coverage, and the salon's arrival fits a pattern of independent businesses filling 3CDC-managed storefronts, similar to what Hoodline detailed in its report on cinnamon roll shop The Roll taking over another OTR sweet spot. Visitors to Pippi's can park at 3CDC's nearby 340-space Mercer Commons Garage or the 99-space surface lot at 1400 Vine Street.

Opening Week Plans and Hours

Pippi's will launch its opening with a matcha pop-up from Unwnd, and the salon is also supporting the U.S. debut of Rica, a premium Italian haircare brand founded in Sicily in 1993 that uses exclusively sustainably sourced natural ingredients. The space includes room for community events and pop-ups featuring local businesses, and Heile has said she plans to partner with other local entrepreneurs throughout the year while supporting other artists through education, mentorship, collaboration and sustainable growth.

The salon will be open Monday through Thursday from 11 a.m. to 7 p.m. and Friday from 11 a.m. to 6 p.m., with appointment scheduling available through its official website. The opening adds one more independent tenant to Vine Street's growing retail mix, following other recent additions such as the expanded bar space covered in Hoodline's report on Nostalgia's new B-Side Lounge.
