Harrisburg police are searching for a 23-year-old man they say admitted to inappropriately touching a teenage girl years before a warrant for his arrest was finally issued this week. Keeno Nyric Rosado is wanted on charges of sexual assault, unlawful contact with a minor, corruption of minors and indecent assault, tied to an incident a woman says happened in 2021, when she was 15 years old. Police opened their investigation into the allegations in March, and Rosado remains at large as of Tuesday's warrant.
Affidavit Describes Alleged Contact at a Swatara Township Hotel
According to an affidavit obtained by Daily Voice, the woman and her family were living at the Howard Johnson on Eisenhower Boulevard in Swatara Township at the time, and Rosado was staying with them. Rosado was dating the woman's older sister when the alleged contact occurred, the affidavit states.
The affidavit alleges Rosado repeatedly brushed against or pressed himself against the woman while the group shared the hotel. It also states he later offered to let her drive his vehicle, and that he grabbed her bare breast without her consent while the two were alone inside it, an incident he admitted occurred only after the woman's older sister confronted him. The woman told investigators she froze and did not know how to respond, according to the affidavit.
Detective Interview Led to a Partial Admission
Detectives interviewed Rosado on March 30, and he admitted to putting his hands inside the girl's shirt and grabbing her bare breast, saying it felt wrong and that he stopped, the affidavit states.
Senior Deputy District Attorney Erin Varley approved four charges against Rosado, according to the Harrisburg Bureau of Police, whose warrant specifies second-degree felony sexual assault, third-degree felony corruption of minors and first-degree felony unlawful contact with a minor. The docket also lists a misdemeanor count of indecent assault, and the case remained inactive pending Rosado's arrest and a preliminary hearing as of Tuesday.
What the Felony Charges Could Mean in Court
Second-degree felony sexual assault under Pennsylvania's 18 Pa.C.S. § 3124.1 carries a maximum of 10 years in state prison and a $25,000 fine, per Shuttleworth Law P.C. The unlawful contact charge is graded as a first-degree felony because it is tied to a serious underlying sex offense, exposing Rosado to up to 20 years behind bars, according to The McShane Firm.
The corruption of minors count was elevated from a misdemeanor to a third-degree felony, punishable by up to seven years, because it allegedly involved a course of conduct rather than a single act, per the Zuckerman Law Firm. Prosecutors were able to bring charges five years after the alleged incident because Pennsylvania imposes no statute of limitations on child sexual abuse cases, according to RAINN.
If convicted of the sexual assault or unlawful contact counts, Rosado would face Tier II sex offender registration, requiring him to report his address and employment to Pennsylvania State Police for 25 years, per the Reynolds Firm.
A Prior Arrest and a Broader Pattern in Dauphin County
Rosado is not unknown to law enforcement in the area. On January 20, 2024, the Middletown Borough Police Department arrested him on misdemeanor charges of marijuana and drug paraphernalia possession, when he was 20 years old and living in Harrisburg.
Dauphin County's victim assistance programs serve more than 1,400 clients annually, with sexual assault and rape representing a significant share of the county's violent crime claims, according to Dauphin County data. The Rosado warrant follows other recent Central Pennsylvania cases involving alleged child sex crimes, including Hoodline's coverage of a Harrisburg pastor's new charges.

The Harrisburg Bureau of Police, which operates out of 123 Walnut Street, is asking anyone with information on Rosado's whereabouts to call Dauphin County dispatch at 717-558-6900. Investigators emphasize that Rosado is presumed innocent until proven guilty in a court of law.
