A Cook County judge has ordered two men held without bond after determining they posed a danger to both the victim and the wider community in connection with a Wednesday shooting that left a man in critical condition on the 1300 block of Jeffery Drive in Homewood. Judge Luciano Panici went further during the detention hearing, describing the attack as a planned murder rather than a spontaneous act of violence.
Brian Harris, 21, of Calumet City, and Jahlil Robinson, 21, of Lansing, were arrested after a man was shot multiple times Wednesday afternoon, according to the Chicago Tribune. Both men were charged with attempted first-degree murder and appeared before Panici at the Cook County courthouse in Markham, where the judge found they posed a potential danger to the victim and the wider community and ordered them detained while awaiting trial. Their next court date is scheduled for September 2.
Homewood Police Department officers responded to the shooting at approximately 3:15 p.m. Wednesday, where Homewood Fire Department paramedics treated the victim before transporting him to an area hospital, according to the HF Chronicle. Some of the gunfire entered a nearby house, per the Tribune's reporting. Police have described the victim as being in critical condition.
A Chase That Topped 100 MPH
Officers responding to the initial call spotted a vehicle matching the suspects' description fleeing the area and pursued it until it became inoperable, the HF Chronicle reports. The pursuit reached speeds exceeding 100 mph before the getaway car broke down, and both Harris and Robinson were apprehended after a brief foot chase. The Homewood Police Department reported the arrests and shooting details to local outlets.
Additional charging details reported by Patch show that Robinson also faces charges of aggravated discharge of a firearm, aggravated unlawful possession of a weapon by a felon, and aggravated fleeing and eluding, while Harris was additionally charged with aggravated discharge of a firearm and aggravated unlawful use of a loaded firearm. Robinson lives in the 17700 block of Commercial Avenue in Lansing, and Harris resides in the 300 block of Crandon Avenue in Calumet City, both south suburban communities near Homewood, according to South Suburban News.
No Cash Bond Under State Law
Panici's ruling reflects a legal shift that has reshaped how Illinois courts handle violent felony cases. Under the state's Pretrial Fairness Act, part of the broader SAFE-T Act that took effect in September 2023, cash bail was abolished statewide and replaced with judicial hearings weighing whether a defendant charged with a forcible felony poses a specific threat to public safety, according to Illinois Legal Aid Online. That is why Harris and Robinson face detention rather than a monetary bond while their case proceeds.
The Markham courthouse, formally known as the Sixth Municipal District of the Circuit Court of Cook County, handles criminal cases and initial detention hearings for municipalities across the south suburbs. Panici serves as an Associate Judge in that district. He issued a similar detention order in May after a Homewood weapons arrest involving Chicago figure Thaddeus “T.J.” Jimenez, ruling at the time that electronic monitoring is inappropriate for violent individuals.
Open Questions Remain
What sparked the shooting and what relationship, if any, existed between Harris, Robinson and the victim have not been disclosed. The victim's condition following emergency treatment also has not been publicly updated beyond the initial critical designation. The shooting adds to a string of violent incidents that have tested the quiet south suburb of roughly 19,294 residents this year. In June, Homewood Police investigated a separate fatal shooting on Dixie Highway in which suspect Carlos Jones fatally shot Bianca Davis before dying of a self-inflicted gunshot wound. The Jeffery Drive case remains under investigation as prosecutors prepare for the September court date.
