A 67-year-old Knoxville man and a 33-year-old Philadelphia, Tennessee man are facing felony charges after a two-day undercover operation in the Loudon area targeted people looking to engage in sexual acts with minors. John Wood and Valerii Onufreychuk were booked into the Loudon County Jail following the sting, which the Tennessee Bureau of Investigation conducted starting around August 6.
According to WVLT, the Tennessee Bureau of Investigation reported that the two men are facing charges following the human trafficking investigation in Loudon County. Onufreychuk was charged with two counts of trafficking for a commercial sex act involving a minor, while Wood was charged with one count of the same offense. The TBI has not released additional information about the case, per the station's report.
The operation had more muscle behind it than the initial TBI announcement made clear. As reported by WBIR, seven agencies worked the two-day sting jointly: the TBI Human Trafficking Unit, the Federal Bureau of Investigation, Homeland Security Investigations, the Loudon County Sheriff's Office, the Loudon Police Department, the Lenoir City Police Department, and the 9th Judicial District Drug Task Force. That task force is itself a multi-jurisdictional unit pulling in officers from Loudon and Lenoir City police along with the 9th District Attorney General's Office and state and federal partners, according to public disclosures from the 9th Judicial District Drug Task Force.
Bond Set at $100,000 as Charges Carry Steep Penalties
WBIR also reported that Wood was held on a $100,000 bond at the Loudon County Jail following his arrest. Under Tennessee Code Annotated § 39-13-309, trafficking a person for a commercial sex act is generally a Class B felony, but the charge elevates to a Class A felony when the intended victim is a minor, according to Justia Law's review of the statute. Shared Hope International's analysis of Tennessee law notes that a Class A felony conviction for trafficking a commercial sex act involving a minor carries a prison term of 15 to 60 years and fines of up to $50,000.
Tennessee lawmakers have also closed off a legal escape hatch for these cases. Under Tennessee Code Annotated § 40-2-101(r), offenses against a child committed on or after July 1, 2021, that qualify as trafficking for a commercial sex act can be prosecuted at any time, with no statute of limitations, per Justia Law. Investigative methods in these cases typically involve placing decoy advertisements on online classified sites such as Skipthegames and MegaPersonals to identify buyers seeking commercial sex with minors or undercover officers posing as minors, according to Tennessee appellate court records reviewed by Justia Law in the case of State v. Ivan Ashley.
Part of a Statewide Enforcement Surge
The Loudon County arrests fit a pattern of similar operations spreading across East Tennessee. The TBI Newsroom reported that a comparable two-day undercover operation by the TBI Human Trafficking Unit and the Alcoa Police Department in neighboring Blount County resulted in seven men being arrested on charges of seeking commercial sex from minors.
Statewide numbers show the scale of the problem authorities are chasing. In a January announcement, the Tennessee Bureau of Investigation reported that human trafficking arrests across Tennessee rose 61 percent in 2025 compared to the year before. Separate reporting on TBI statistics found the Tennessee Human Trafficking Hotline received 1,170 tips statewide in 2024, with more than 500 of those tips specifically involving alleged exploitation of minors.
The TBI has said anyone can report a suspected case of human trafficking. Tips can be submitted to the Tennessee Human Trafficking Hotline at 1-855-55-TNHTH (1-855-558-6484).
Loudon County's sting follows a string of recent Tennessee cases involving child sex trafficking prosecutions, including a 28-year sentence for a Lebanon woman and lengthy federal prison terms for a West Tennessee couple convicted of trafficking a minor. Hoodline also previously covered a similar TBI undercover sting in Hendersonville that led to five arrests. The TBI has not released further details on the Loudon County investigation, and it remains unclear whether additional charges or arrests could follow as the case moves through the courts.
