Longview Man, 46, Arrested Near Day Care After Officer Sees Him Exposed

A 46-year-old Longview man was arrested Wednesday morning after police say an officer personally watched him make simulated sexual movements on the ground near a local day care facility. Bradley Barnes was taken into custody near 14th Avenue and Hemlock Street and booked into the Cowlitz County Jail on an indecent exposure charge.

Officers responded around 8:45 a.m. on August 19 to the 1100 block of 14th Avenue after a bystander reported seeing a man masturbating in an open area while looking toward the day care, according to Classic Hits 100.7 KLOG News. When an officer arrived, the station reports, they personally observed Barnes making the same kind of movements on the ground before arresting him near the facility. KATU reports Barnes was seen masturbating in view of the day care, per police.

Longview Police confirmed no children were outdoors at the time and said there is no indication any child witnessed Barnes's conduct, the station's report notes. The bystander who first called it in reportedly noted that children were inside the facility when the behavior occurred.

Cluster of Reports Across Downtown Longview

Barnes's arrest wasn't an isolated call that morning. Longview Police Captain Brandon McNew said officers responded to three separate indecent exposure reports in the downtown area on August 19, though police did not confirm whether the incidents were connected, per the same account. No additional arrests were made in connection with the other two reports, and it remains unclear whether they involved the same suspect or reflect a broader pattern of activity downtown that day.

What Washington Law Says About the Charge

Under Washington Revised Code 9A.88.010, indecent exposure is defined as intentionally making an open and obscene exposure of oneself knowing it is likely to cause affront or alarm, and it is generally classified as a misdemeanor carrying up to 90 days in jail and a $1,000 fine. The law elevates a first offense to a gross misdemeanor, punishable by up to 364 days in jail and a $5,000 fine, if the exposure occurs in front of someone under 14 years old. It becomes a Class C felony, carrying up to five years in prison and a $10,000 fine, if the defendant has a prior conviction for indecent exposure or another qualifying sex offense, according to the statute.

It is not yet known whether prosecutors intend to pursue an enhanced charge against Barnes based on any criminal history. Misdemeanor and gross misdemeanor indecent exposure convictions in Washington do not automatically trigger mandatory sex offender registration, according to Newton & Hall Attorneys at Law, though the firm notes that out-of-state moves or felony enhancements can carry different rules.

Police Urge Quick Reporting

Captain McNew urged residents who witness public sexually explicit acts to call 911 immediately, saying rapid reporting allows officers to move quickly and locate suspects. In this case, that fast response reportedly let officers find and arrest Barnes near the scene within minutes of the initial call.
